STAR Network™ (formerly TAR Network) is a 501(c)(3) foundation dedicated to bringing worldwide awareness and treatment to those whose emotional reality has been distorted by narcissistic abuse.
The mission of STAR Network is to support men, women, the LGBTQ+ community, tweens & teens, families, parents who are alienated from their children, workers, and caregivers going through or emerging from TAR. With subject matter experts, affiliates, organizations with supportive resources, and our individual donor community our programs will help you out of the fog and into the light.

Doug Tieman is a healthcare executive with more than four decades of leadership in behavioral health systems. As President and CEO of Caron Treatment Centers for 26 years, he led its expansion into a nationally recognized continuum of care. He brings governance experience, operational discipline, and sector expertise to the long-term development of STAR Network Foundation.
John S. Hamel, Jr. is an executive strategist with experience in financial services, institutional partnerships, and nonprofit governance. He has held senior leadership roles within major financial institutions and advises mission-driven organizations on growth and strategic development. At STAR Network Foundation, he supports governance, capital strategy, and infrastructure expansion.
Rose Biedron is a healthcare technology entrepreneur and Co-Founder of House Call The App, a platform expanding access to in-home medical care. Recognized among New Jersey’s Innovate100 leaders, she brings experience in innovation strategy, operations, and healthcare access systems. As Secretary of the Board, she supports governance integrity and organizational continuity for STAR Network Foundation.
Joe DeAngelo is a corporate executive with leadership experience at The Home Depot and as Chairman, President, and CEO of HD Supply Holdings, Inc. His career spans large-scale operations, strategic transformation, and executive governance. As Treasurer, he provides financial oversight and institutional discipline in support of STAR Network Foundation’s long-term sustainability.
Dr. Antonio DeFilippo is a board-certified psychiatrist and addiction medicine specialist. He leads integrative, evidence-based care for trauma and substance use conditions. His clinical and systems experience supports STAR Network Foundation’s medical and trauma-informed framework.
As a licensed clinical social worker and therapist, Dr. Jamie’s experiences in foundation development, media, and government affairs have provided him with unique opportunities to develop tools to help burned-out adults at worksites, couples in crisis and alienated families caught in Toxic Abusive Relationships (TAR).
He does that by providing education, empowerment and energy to individuals, couples, families, organizations and communities at large to reduce the detrimental damage of TAR, attachment disorders and parental alienation by encouraging individuals to create loving and healthy environment for themselves and their loved ones.
Dr. Jamie dedicates his legacy — working to make a better place for his daughter and all children to grow in a world that fosters happy, healthy, and healing relationships.
Pearl Johnson is Founder of The Willow School, an independent Pre-K through Grade 8 institution advancing experiential, values-based education. A graduate of Brown University with advanced training at Massachusetts General Hospital’s Institute of Health Professions, she has led the development and stewardship of the school as a mission-driven educational institution. She brings philanthropic leadership and governance experience to STAR Network Foundation.
Jennifer Libby is a licensed clinical social worker and Founder and CEO of Promly, a youth-focused mental health and social connection platform. With more than two decades of clinical experience, she contributes expertise in adolescent development, prevention strategy, and technology-informed engagement to STAR Network Foundation’s cross-generational initiatives.
Kenneth J. Lucianin is an executive with experience in government relations, public affairs, and regional infrastructure governance. His career spans public service and private-sector leadership, including civic and policy engagement. He brings cross-sector partnership experience and institutional strategy insight to STAR Network Foundation.
Maribel Quiala is a behavioral health executive overseeing clinical quality and compliance across multi-site treatment systems. With more than 25 years of experience and executive leadership training at Harvard Kennedy School, she contributes operational governance and culturally responsive clinical expertise to STAR Network Foundation.
Dr. Mario Siervo is a board-certified family physician and healthcare executive. As Regional Medical Director at WellMed and Optum, he oversees clinical performance and population health initiatives. Holding both an MD and MBA, and as a Fellow of the American Academy of Family Physicians, he brings medical leadership and health systems strategy to STAR Network Foundation.
Carey Sipp is a national advocate for trauma-informed resilience and coalition development. She has led regional and national partnership initiatives advancing the science of Positive and Adverse Childhood Experiences (PACEs). She brings communications leadership and network-building expertise to STAR Network Foundation’s outreach and prevention efforts.
